theres no strongest pokemon. Pokemon is based on a TEAM. and they all have to benefit from each other. For example

pokemon A may beat pokemon B
pokemon B may beat pokemon c
but just because A can beat B and B can beat C, doesnt mean that A can beat C, if you can follow

there is no strongest pokemon, yea there are pokemon that have higher base stats that would dominate more then say lower tier pokemon but there is no strongest pokemon.

but to answer your question the 3 strongest non-uber pokemon are slacking, metagross, and salamence

impossible, blissey has a base 255 Hp meanwhile milotic has a base 95 HP
