Why aren't there any more Pokemon tournaments before the Pokemon League

I do think SM needed a tournament in its first year to give Maamane and Mao something to do outside of fillers, and Hau could've debuted back then as Satoshi's main tournament rival.

At the very least Mallow needs a team battle right now. What's the good in giving her a Pokemon that knows Aromatherapy if she's almost never required to use it?
