Why can Go catch legendary Pokemon but Ash can't?

I don't understand this rule of the series. Ash who has tons of strong bonds with tons of legendary Pokemon is not allowed to catch one?

Because Goh catching a Pokemon isn't the same as Ash catching one. And it's not like Goh has access to either Legendary he's caught, so what does it matter in the end?

That's even weirder, what's the point him catching one if he can't even use it? I guess I get annoyed Ash can't catch the likes of MewTwo

Well Ash did catch a Mythical last season. While yeah Mythicals and Legendaries are technically a separate category they are both still considered rare and powerful Pokemon

It doesn't matter if he doesn't have access to it. The moment he gets that Dex entry, he's already 'won' and that victory can have butterfly effects (like being given entry into PM because of the Dex entry gained by a second hand poaching).

Nothing about Go catching Suicune was "second hand poaching". Unless you're referring to the actual poachers

He tossed a Pokeball at a weakened Suicune (which was done by someone else), and Suicune definitely didn't seem happy about it. The hunters even remarked as such.
To save it from the hunters with then the intention of getting it to a Pokémon Center so it can be healed and then released back into the wild.

The hunters were basically criminals that had no problem abusing Pokémon. I mean heck Team Rocket Trio accuse Ash of stealing when he frees the Pokémon that they stole, so going by your own logic that mean Ash is a Pokémon thief because Trio said so.

What in the world are you talking about? He threw a Poke Ball in order to save it not keep it for himself. And he had every intention to release into the wild after it's injuries were treated

I wasn't discussing his intentions, I was discussing the base act itself (through Suicune's PoV) that allowed him 'ownership' and gave him a free Dex entry, which in turn allowed him entry into PM and hence the 'victory' that I mentioned earlier.

He essentially captured a weakened Suicune, the weakening of which was done by someone else (through underhanded means) which gave him a free Dex entry right off the bat for minimal effort and maximum writing bending on his part. It doesn't matter whether he gets to keep Suicune or not at that point.
Still to call it second hand poaching is entirely inaccurate, which was my original point. Clearly Suicune understood that eventually otherwise it never would have agreed to work with Go and become his Pokemon

Goh is able to catch legendaries because he doesn't force them to fight for his amusement, he's mature and gentle

Ash doesn't catch legendaries because he'd just hurt them for a dream they can never give him

All this is to say, if Ash renounces the evil act of battling after defeating Leon, he can catch whatever legendary his heart desires

Yeah, most legendaries kinda have this 'greater scope' element to them where they're not really as humanized as the other Pokemon. Ultimately Goh does and DOESN'T have one anyway, since Suicune is clearly not domesticated by him and still does its own thing. It's hard to get that excited about when Goh has not really had any screentime or development with it after its introduction episode.

The mythicals and Ultra Beasts have similar elusive treatment and yet are more obtainable in that regard because the anime lets them have characters that bring them down to earth, Ash's Melmetal and Naganadel and even Mallow's Shaymin felt more developed in terms of being captures for their trainers due to at least having ongoing screentime together.

And ultimately, yeah, people are complaining about Ash's team as it is, especially with getting so many old favourites and the limelight and development being so uneven.
