Why didn’t Team Rocket catch this Pokémon?

This would have been perfect for them to catch: Roselia. Team rocket Jessie and James hold roses, and Roselias roses match Jessie and James hair color, a missed opportunity.

Probably because it was Shuu's signature Pokemon, and having the Rocket-dan use one too might be viewed as redundant especially during Advanced Generation.

I really feel like Roselia should of went with May since it seemed like her style of Pokémon but due to Kanto nostalgia she ended up getting three Kanto starters (and yes I’m counting Eevee)
