Why do some people refuse to evolve their pokemon

I mean seriously, people will use their teams of snivy, vulpix and other baby pokemon against me and than wonder why the match only lasted a few turns. -_-

They probably just think that the Basic stages look superior to the later stages. I myself prefer the look of several unevolved Pokemon to those of their final stages. Plus, there's an entire branch of competitive battling called "Not-Fully-Evolved" or "NFE" for short which specializes in such Pokemon.

To quote Elite Four Karen: "Strong Pokémon. Weak Pokémon. That is only the selfish perception of people. Truly skilled Trainers should try to win with the Pokémon they love best."

oh hai there
It's probably because they look cuter lol or maybe it's just that they like them better than their evos

Just because they want to, I think if people want to use them then they can (I have before, I even use Pokemon that aren't really good because I want to, although I do want to win I can't be bothered with EVs, there was once upon a time when stats didn't mean much against players)

There are several reason why they do this;

- Some people like how some pokémon look before they evolve.
- Eviolite will only work if the pokémon is still yet to evolve.
- Some Pokémon are actually better if they don't evolve like Vigoroth.
- Some Pokémon will only learn moves if aren't evolve yet.

I played through White without evolving Pidove up until a certain point. I didn't really like it's evolutions.

AND IT WAS THIS BIG!
Easier movepool variation. If a move I want is learned at level 20 instead of level 25 for a further evolution, I'm gonna spam that B button. That, or some fully evolved Pokemon don't sit well with me.

I almost always evolve in the end, but I sometimes I hold it off so my Pokemon can learn moves sooner.

LOL.

What kind of question is this? Do people really not know why?

Because they prefer the look of a Pokemon in it's basic stage, sometimes a Pokemon evolving turns into something terrible.

I'd say there's lots of reasons (most of which belong to each individual trainer) but if I had to guess:
-People like the way unevolved Pokemon look. For instance, Pikachu vs. Raichu
-There's a competitive advantage with some unevolved Pokemon. Eviolite and Pikachu+light ball come to mind.
-People get attached. Some people don't want their beloved Charmeleon to become a Charizard. As a fanfiction writer, I often don't evolve particular Pokemon in my stories because the personality that fits, say, an Oddish is much funner to write than a Gloom.
-Finally, it's what the person likes. If their favorite Pokemon is a Buizel, I wouldn't expect them to let it evolve.
