Because it hasn't?

ROFLLOLZOMG

Besides, if Houou was EVER to appear (as in face-to-face with Satoshi), it would be in the anime, as the Houou and Satoshi relationship would be something that would be resolved in the anime - the movies never have any signifigant effect on the overall plot in the anime.

True, and if it matters, Mew transformd into him in the begining of movie 8.

Actually, that could be borderline true!

Really though, Ho-oh doesnt have the characteristics for any movie thus shown. It's much more suited to the show. It may not get that much screentime, but if you think about it carefully enough, it doesnt really need that much. Note, that this Pokemon even proves that the G/S era had already been thought up. That said, I personnaly feel that Ho-oh doesnt really fit the movie thingy all that much. It really hasnt shown itself all that much and really hasnt done anything besides appearing in for key moments. Not only that, but if you carefully think on how the movies are designed(well, some of them anyways), you'll quickly realise that having it appear in any movie isnt really necessary.

Why Mew transformed into one in LatMoM is anyones guess.

POKEMANS! SO KOOL!
I believe that the last movie would have an effect on the show if it were to continue.

With that being sad, I think Ho-oH's and Ash's relationship is so important to the anime, that it will only star in the final movie, where a whole bunch of interesting crap happens.

Just kinda there.
Because they're saving Ho-Oh for the last movie which is released the week after the final episode of the anime, in which Ho-Oh finally returns not because of humans and Pokémon living in peace, but because it has decided that humans are evil creatures and its new goal is the total extinction of humanity so Pokémon can thrive. The population of Earth is of course skeptical at first, but it soon becomes evident that the threat is indeed real. A voice guides Ash in a quest to rally and gather the legendary Pokémon for a final battle. Ash insists on going alone because of the danger, even refusing to take Pikachu. But his friends fight him, and after many a arguement join him. Having realized the seriousness of the situation, Jessie, James, and Meowth approach Ash and friends. They truly are good people and want to help. After a tearful discussion, the trio are accepted. After a perilous journey, Ash's troops includes Mewtwo, who has learned to fully accept humans. Or has he? In a giganic confrontation, Ho-Oh taunts Mewtwo, asking him why exactly he would want to protect the very species that created and abused him. Tormented, Mewtwo suddenly remembers the image of a little girl in a blue dress. He has finally remembered his secret origin. The two battle over the wreckage and fallen legendary Pokémon, ultimately ending in Mewtwo's defeat. But all hope is not lost. For there stands Ash... holding the GS Ball, which was returned to him from Kurt behind the scenes of the movie, which a quick flashback explains. Ash gives a heart-breaking speech about the friendship between humans and Pokémon, using himself and Pikachu as prime examples. This is being televised worldwide, not that he or anyone present cares. Ash also makes the reveal that the voice guiding him on his short quest was Aaron, Ash's ancestor! Ash is truly an Aura Guardian! Ho-Oh is left stunned, amused that the boy he decided to reveal himself to so long ago had lived up to the potential he saw in him that day. Taking advantage of his foe's moment of reflection, Ash throws the GS Ball which hits the legendary phoenix right on target. The ball hits the ground, shakes a few times, and makes a ping noise. After a few moments of silence, Ash looks up in the sky and screams "Pokémon getto da ze!" in the Japanese version and "I caught a Pokémon!" in the dub. The end credits lyrical song is Masaze Pokémon Master or Pokémon Theme, depending on language. We see repairing of the land and the futures of the main cast. Afterwards, a short scene takes place, taking place in the future with Ash and friends reflecting on the past decade or two. Team Rocket has officialy been completely taken down is just one of the tidbits. Not to worry though, Jessie, James, and Meowth are free of punishment and some of the closest friends of the "twerps". We finally see adult Ash and Pikachu look out to the sunset with a smile on his face. The camera zooms out to reveal a rainbow over the golden sun, where a giant majestic bird known as Ho-Oh flies by.

Ho-oh has appeared in a world of Pokemon sequence in a Pokemon movie. Not to mention Mew transformed into it in the 8th movie.

It is being saved for the end of the anime so the most we'll see of Ho-oh will be flashbacks of the three times Ash has seen it.

Note, that this Pokemon even proves that the G/S era had already been thought up.
It was not originall planned though. The writers said not too long ago and you can check on bulbepedia that the series was only meant to last 60 or so episodes. They only started being about marketing when they found out it was popular and milked everything in the series.

Uh...that's only a cloud shaped like Houou. The actual Houou, as in ITSELF (not a transformation, not a cloud. The REAL Houou), NEVER appeared in the actual Pokemon movies.

In the beginning of the 6th movie. Ho-Oh appears where all legendary's are shown.
The "World of Pokemon" intros in the beginning of the movies don't count. We're talking about Houou APPEARING or HAS AN ACTUAL ROLE when the ACTUAL film starts.

Actually, the series was supposed to be set for about a year and a half run on television. That would be around episode 80, which actually did air around a year a half after they aired the very first episode (if I recall correctly, anyway).

What if Ash battled Ho-oh in the last episode of the anime and the last movie revolved around Ho-oh, there's a soulution. But does it really need a movie?
