Why Hikari got Pochama, chosen before DP Anime started?

Well.. I just noticed this... seems to me like they knew Hikari was gonna get Pochama right when they designed her. Cause look at this:

well im sure they dont make a character and during the episode decide which pokemon he or she has. A good example is harley!

Also, i think they gave her Poccama because:
May already had the fire starter, so to give Hikari Hikozaru would be repetitive.
Also, Naetoru is not very cute, especially compared to Poccama, so it makes sense they'd pick the cute one.

Even if 4kids were still around, I don't think they'd spend the trouble of lengthening Hikari's skirt in every episode.

Also, just feel like pointing this out, but the animators seem to have "fun" with one aspect of every girl on the show: Misty's legs, Marina's ass, May's breasts, and Hikari's skirt. I guess the animators are a bunch of pedos.
