Why were starter Pokemon never available in the wild before gen 7?

One or both of the pairs of Alola games and the Let's Go games break tradition by making some starters from previous generations appear in the wild.

Starter Pokemon were generally treated as rare and exclusive in earlier games, so it makes sense that they weren't capable of being found in the wild prior to Gen VII [not counting the Pokewalker I suppose].

Gen VI was actually when starter Pokémon were found in the wild via Friend Safari. Granted it was the middle stages of the Kalos starters but it still counts.
