Why weren't older Pokémon games open world?

I get the obvious real-life answer is that Gamefreak has just now developed the technology to make pokemon games open world. However, I am wondering if there is a possible in-universe lore answer as to why older pokemon games were only limited to linear movement on routes? Why are Legends Arceus(Which is open zone and not fully open world) and the new Scarlet and Violet games the only open-world games?
Thank You to anyone who can possibly give me an in-universe explanation!
