I'd actually disagree. Technically, Rocket's Persian ex is found in 1 in every 36 booster backs due to only being available with a booster box; Mew ex could be found once in every 12 boosters if you're lucky.

I don't know...I received both Mew EXs in the booster box I purchased of both LM and HP.
Rocket's Persian EX is a box topper...so, if you purchased a box, you would have received it automatically.

Actually, Mew ex has a higher pack rarity than the other Holon Phantom ex's, and the ex ratio is about 1 ex per 24 packs for Holon Phantoms.
So:
3 ex's in the set at 1 per 24 packs
Mew ex twice as rare as the others
1 Mew ex, 2 Crawdaunt and 2 Mightyena average per 120 packs.
1 Mew ex per 120 packs.
36 packs per box
1 Mew ex per 3.33333... boxes, compared to Persian's 1 per 1 box. Besides, Holon Phantoms boxes are more costly than Unseen Forces, hence the price increase in packs.

I'm not sure which trainer is THE rarest, but I'm 100% sure it's not Rare Candy.

I'm not sure where you got your information from, Oko. I only buy one box per set. In HP, I only received 1 EX and that was Mew EX. However, since these cards are originall printed on sheets and spliced up by machine, I would think it would be odd that Nintend would just make a sheet with lots of Mightyenas and Crawdaunts, and only one or two Mews. The resale value is higher for Mew due to it being a demaded Pokemon and that few people really want to resell Mew cards due to it being a demanded character.
Rarest trainer card - In my box, it was the Holon Explorer(?). Incidentally, I received the reverse holo of that card. Rare Candies are a demanded trainer card, but due to the several releases and the new variation of the card, there are more copies out there than some of the one-time release trainer cards.
However, Shiny(star) Pokemon are only released 1 per 3 boxes. It's been like this since the intial Shiny release in the EX sets(Team Rocket Returns). However, I've been fortunate shiny wise and in the last two boxes I purchased(Legend Maker & Holon Phantoms), I've not only received both Mew EXs, but a Shiny Pokemon in each box.
