Actually, this isn't new to me. Pokemons the only games that I really play, so those are the reason that I got a GBC and a GBA. I'll get a DS for them too
No more than we can get Mew outside of Japan. Manaphy is in exactly the same boat as Deoxys and Mew: it's still totally unreachable (without participation in the non-existent events); there's just a really long chain of unreachable actions required to get it now. But add in the fact that Australia is about 2-3 months behind the U.S. so we get every game later.
If it's the netbattle/smogon variety of elitism which you're afraid of, rest assured that Nintendo already has a solution and has already implemented it to good effect in existing Wifi titles such as Tetris DS. I'd say, with confidence, that for random, anonymous battles (if they are present), a ladder system will be used. People who don't EV train will be paired up with other people who don't EV train.
