Honestly I think it really depends on what TPC thinks.
The thing that makes go unusual is that he is a original character unlike most people and I guess another factor is if they're going to regurgitate This World Series idea.

Goh's goal is about "Gotta Catch'em All", so it would have sense for him to stay when the next Generation will be introduced. Although, honestly, with so many Pokemon already in the list, I don't think they can keep up so many names, stats and other data in one game anymore.
