Will the Battle Tower allow Rayquaza, Ho-oh, and other legendaries in?

I went to the Battle Tower to check the rules and it ways that only Mewtwo and eggs are incapable of entering. So can I have Pokemon like Jirachi and Groundon go in?

I don't know why it only said that eggs and Mewtwo are banned, but Mew, Lugia, Ho-Oh, Celebi, Kyogre, Groudon, Rayquaza, Jirachi, and Deoxys are also not allowed.

All other Pokemon, including all the other legendaries, are okay to use.

Maybe because they're the only legends in your Pokedex. If you got more, then the list would now have those you have just gotten.
