This is not a Next pokemon thread .

In Johto the fire starter evolved form was Typhlosion and we were not able to see it in whole of the johto and after Johto in Rustboro gym it was shown fighting a feraligatr. In hoenn the fire starter evolved form was Blaziken and it was not shown in hoenn but in Johto before the hoenn league and in kanto during battle frontier. So the question is "Will we see INFERNAPE in Sinnoh or we will have to wait for BF".
And please don't consider movies.

Typhlosion was in the Legend of Raikou and in AG ep 'Poetry Commotion' (I think it was called that). Blaziken was already showcased in Johto and therefore didn't need to be seen again in Hoenn. Infernape has only been shown in a movie and has yet to be showcased in the anime, so it's very possible for it to show up at one point.

There really is no way of predicting this.
