That doesn't excuse the fact that the idea was illconcieved however I do commend you for being brave enough to post an idea in the first place.

TR having a Pikachu would defeat the purpose of them trying to obtain a Pikachu. And how often do we see other Pikachus in the anime?

I myself have often wondered why Team Rocket doesn't just try to catch more wild Pokemon like everyone else and give them to the Boss instead of risking their necks trying to steal Pokemon from trainers.

But I guess Jessie, James, and Meowth aren't really all that smart anyway. :(
Thing is, whenever they try to catch wild Pokemon, they either do it in illegal ways that resembles pouching and Satoshi-tachi have to put a stop to them.

Eh, it'd seem sort of pointless to even make them try and catch wild Pokemon legally to give them to Sakaki, it wouldn't make a remotely interesting plotline (unless it forshadows some sort of event reguarding the organization Rocket Gang, but the writers never did that with them when they had the chance to in Kanto and Battle Frontier Kanto), but it wouldn't make them thieves (and since they're doing legally, it doesn't seem like Rocket-Gang, since Rocket Gang, an organization as a whole, captures and steals Pokemon illegally in dirty ways for their own dirty deeds). Looking at what the writers did in the past, they'd probably make them catch wild Pokemon (illegally) and make Satoshi-tachi stop them. It's always been like that.

So the little thread idea isn't possible, since they could care less about a wild Pikachu unless they find it up to par with Satoshi's Pikachu (given, they did try to capture a ton of them in that old Kanto episode. But it was a ton of them including Satoshi's Pikachu, so that was an exception since they're got a ton for a price of one). And why would the writers want to give Rocket Gang a wild Pikachu that was on the same level of power as Satoshi's Pikachu (according to your scenario, their Pikachu's Thunderbolt deflected Satoshi's Pikachu's Thunderbolt), who they've wanted to give to Sakaki ever since the second episode? Wouldn't they give that Pikachu to Sakaki, making them stop following Satoshi? Considering that Rocket Gang saves alot of episodes from being totally crappy and have good episodes focused on themselves, I wouldn't want that to happen.

Wouldn't it make sense if team rocket had a pikachu of their own. Allow me to explain:
This is probably what would happen in an episode if this actually came to be written.
Ash: Pikachu use Thunderbolt on team rocket!
Jessie: Ah, ah, ah! Hold it, we have a surprise of our own! Pikachu use Thunderbolt!
Ash: HUH! When did you get a pikachu?
*FLASHBACK* Team rocket were in some woods after being blasted off and a wild pikachu walks past. Team rocket don't seem to care much but it reminds them of 'the twerps' pikachu and begin to watch it. The pikachu sees that team rocket have some food and comes over to ask for some. After pika-pika-ing for a few short seconds, Meowth explains to Jessie and James that this pikachu has no place to stay and hasn't eaten in days. TR decide to let the pikachu have some food and when they are done they ready the balloon and say goodbye to the pikachu, the pikachu looks rather teary-eyed and so do TR but it jumps into the balloon with them and pika-pikas some more. Meowth tells the gang that pikachu wants to come with them an wants them to be it's trainers.
*FLASHBACK ENDS*

Well yeh, something like that.

I actually think it's a rather smart and creative idea.

The only reason why Team Rocket actually follows the group is so they can get their hands on Ash's Pikachu. If they had a Pikachu of their own, then that would basically defeat the object.
Besides, we already have Pikachu shoved down our throats 24/7. The last thing we need is another of those blighters hogging all the attention. >.<

Well, if they got a pikachu, who says they'll stop there? They have to constantly work at getting pokemon so they can get enough money to survive. If they got a pikachu, they wouldn't get paid much, because it wouldn't be very strong, because Ash's is abnormally strong.

And even if TR did stop trying to get them, who says their rivalry wouldn't end? They may still want to get revenge on Ash to prove they aren't pathetic. And they'll have a greater advantage, because Ash won't have justification to have pikachu blast them over the horizon (which is basically all they do to beat them).
