I myself have often wondered why Team Rocket doesn't just try to catch more wild Pokemon like everyone else and give them to the Boss instead of risking their necks trying to steal Pokemon from trainers.
But I guess Jessie, James, and Meowth aren't really all that smart anyway.
Thing is, whenever they
try to catch
wild Pokemon, they either do it in illegal ways that resembles pouching and Satoshi-tachi have to put a stop to them.
Eh, it'd seem sort of pointless to even make them try and catch wild Pokemon legally to give them to Sakaki, it wouldn't make a
remotely interesting plotline (unless it forshadows some sort of event reguarding
the organization Rocket Gang, but the writers
never did that with them when they had the chance to in Kanto and Battle Frontier Kanto), but it wouldn't make them
thieves (and since they're doing
legally, it doesn't seem like Rocket-Gang, since Rocket Gang, an organization as a whole, captures and steals Pokemon illegally in dirty ways for their own dirty deeds). Looking at what the writers did in the past, they'd probably make them catch wild Pokemon (
illegally) and make Satoshi-tachi stop them. It's always been like that.
So the little thread idea isn't possible, since they could care less about a wild Pikachu unless they find it up to par with Satoshi's Pikachu (given, they
did try to capture a ton of them in that old Kanto episode. But it was a
ton of them including Satoshi's Pikachu, so that was an exception since they're got a ton for a price of one). And why would the writers want to give Rocket Gang a wild Pikachu that was on the same level of power as Satoshi's Pikachu (according to your scenario, their Pikachu's Thunderbolt deflected Satoshi's Pikachu's Thunderbolt), who they've wanted to give to Sakaki ever since the second episode? Wouldn't they give
that Pikachu to Sakaki, making them stop following Satoshi? Considering that Rocket Gang saves alot of episodes from being totally crappy and have
good episodes focused on themselves, I wouldn't want that to happen.
