Hypno already counters psychics with its standard set, that set would just make it ineffective as a special absorber. (I've tried something similar before, and it didn't work, so trust me.)
Anyway, the standard one likes max HP and alot more SDef.

Also, use the snap option, because you're wasting EVs.

And btw, those Tentacruel EVs should be more like
12 HP / 96 Atk / 148 Spd / rest in SAtk.

The only thing it does is hit lapras/walrein and aggron a little harder than thunderpunch/fire blast? The main special sponges in UU resist CC or FP.
