Do X & Y count as the only games to date where you get 2 Starter Pokémon? And it's before you ever face the Elite Four. I say that it depends for the most part. (In my case, yes because I chose Fennekin and Squirtle)

That's not really a debate. You do get two. Actually, you end up with three after the Elite Four.
If you're asking whether or not I use both for the storyline, yes. My first run I chose Chespin and Squirtle, and my second (current) run is with Fennekin and Charmander.
