Zapdos, not the greatest new moves, but Extranesory is sweet and Shadow Bolt pwns. Plus, Snorlax is only lvl. 43.

Also, I do not reccomend pitting Shadow Lugia against anything else, otherwise it will will the face off.

I vote Zapdos, because it's a higher level when you get it, it learns more special moves than Snorlax and it has its own unique shadow attack.
