XD001: IVs fixed?

I just solved for my Lugia's IVs only to find that they're freakishly low:
HP: 8
Atk: 4
Def: 24
SpAtk: 2
SpDef: 14
Speed: 8

(all are below average except for defense)

This leads me to believe that Shadow Lugia's IVs may be fixed to be low, just like Lati@s in Ru/Sa/Em. Can anyone confirm this?

I think this is rather pathetic, considering one of the main selling points of XD was that it made Lugia accessible.

well you just had bad luck. I calculated my Lugias Hp IV and its 28...?
The stat is 180

No, its IVs are not fixed. My Lugia got minimum SP. Defense IVs.

They are randomized. I actually got lucky enough to get a perfect IV in Attack. Physical Lugia, lol.

Gentle. I don't believe nature's fixed. (By "fixed", I mean rigged to be poor, not predetermined.) My Lugia's IVs summate to 60. My Latios's summate to 58. The mean is 93. I WILL be back with the probabilities.

I'm certain I've calculated the IVs exactly. I've done this countless times using netbattle and built effort splits around them. I'm taking netbattle's rounding error into account as well.

What does the Emerald breeder have to say about its "overall" abilities? "Average"? Average includes everything worse than average, as well.

My lugia has only average ability(but at least its calm).Its attack(according to the breeder in bf) is quite impressing.

Yeah, and mine has QI Defense. (lowered by a nature u.u) They may have fixed it to have 5 below-average IVs and one above-average. (My Latios also has QI Defense.)

If nearly everyone has "average" Lugias, that would support my theory.

Yeah, they're not fixed 'cause my Lugia has an Attack IV of 30 and Sp. Def. of 31 ^_^
