At what level does abra/kadabra learn it's first attacking move (usually confusion IIRC)? I got yellow back from a friend, and I put an abra in the daycare and withdrew it at level 16. Levelled up to 17, evolved, no move. Should I do it again and let it evolve at 16? The serebii.net main site isn't really helpful.

Erm...Kadabra's 'Dex entry is clear to me.
It doesn't learn confusion - you're thinking of G/S/C. First attack move it learns is Psybeam at Lv. 27.

Kadabra definitely learns confusion at lv. 16, right after it evolves from Abra

Back on-topic...
According to Psypoke's Pokedex, Kadabra learns Confusion at level 16 in ALL games, in contrast to Serebii's. I suggest that you try eveolving an Abra at level 16 and see what happens. It should work, as it seems to happen every time I evolve an Abra at the level.

Yeah, that's what happens.
Every game i've played, once you evolve Abra at Lv16, it learns Confusion.
