Something just occured to me. The sevii island cant possibly be way out at sea like the game says. Notice that it has no water route to the big open sea from vermilion. Is there a canal that I'm missing somewhere, cuz this makes no since. ;162;

They didn't make the Sevii islands until later so they didn't make a water path to it and you can only get to it by boat.

There might be an unseeable tunnel under the bike hill so the boat can get out to the ocean

Ehm .. A yellow mouse with thundershocks DOES make sense, eh? No, just like Pikachu1125 said, pretend it makes sense, it's a RPG. But I always thought it was in the 'sea' between the land (Celadon, Vermillion) and the Cycling Road.

I figured that it would be in that water area NOT out at sea, but then it would probably be on the map.

In the anime, in the episode: "The Bridge Bike Gang" the group travel over the cycle road and it shows a ship passing under a drawbridge. So, there must be a part on the cycle path that goes up to allow ships to pass. That's what I've thought ever since R/B/Y.
