RNG stands for Random Number Generator. It's something all computers/games use. When talking about Pokemon, RNG usually refers to the methods people use to manipulate the RNG so that Shiny Pokemon are more common, IVs are perfect, or other effects. However, this is somewhat controversial and some consider it cheating.
