Base Stat?

What is base stat exactly? I never knew what base stats means... I though it was level 1 stats, but I never met a level 1 Blissey with 250 hp >_>

Its simply a figure given by the game to calculate stats.

Nothing can be above 255. With Blissey, Chansey and Shuckle having the highest stats (in areas). The higher, the more points a Pokemon can get in that area. IE, A Luxray with 120 Base ATTACK, has less Attack than a Rampardos with base 165 ATTACK.
