I'm a new Devamper (jus' started half an hour ago), and I'm gonna post my work here.
To start of here's the Marril family:

These are basically recolors. For RBY, you want to have very little of the lightest color (white), so that it's just hilights. For GSC, you want to use a lot of dithering (every-other-dot shading) since they can only have two very bright colors, white, and black.

These are okay, but you need to put in a lot more effort.

A huge bunch of thanks. Since this is the first on, I needed critique. I understand the RBY fact, but can you explin the GSC one?
Acctually this is my first deavmp and I played RB older version (red:red/green only blue:blue/something{I think black} only) and I've got a useless Silver which doesn't save.

Well, look at any GSC sprite:

See, it's only got two colors, bright orange and bright green. Since this doesn't look good for shading, the designers used black and white to create shading, but they usually used dithering so that it doesn't stand out so much as being black and white. Here, I'll show you what I mean zoomed in:

See the stuff I circled in red? The orange and white alternate pixels so that from far away it looks like a blend of the white and orange. Try to use dithering in your GSC devamps since almost all of them have at least a little.

Also, some more tips, don't make the outlines completely black. If you look at the older sprites, they have lighter pixels from inside coming out onto the outline. Also, since Marill and Azumarill already have GSC sprites, you may want to use them as reference when devamping the old sprites and use their colors. For Azurill, you could probably get away with using Marill's colors, or you could make your own, but make sure they look authentic.

Kay, I'll give you crit on each Pichu.

The first one should have some white on it like the second one because it looks very unshaded.

The second one maybe should have a teeny bit less white. It's just supposed to be tiny hilights in RBYG.

The third one looks really good, you followed my advice. The only thing I'd suggest is to use some dithered red to make a dark shade on the yellow.

You're getting better, but could still use some improvement.

u used a bad pokemon to prove ur point.. 4/5 pokes that use that, is because the lack of color options on the gbc.. ho-oh has too many colors for the gba and still uses that technique now.. alot of pokes that are the least colored dont use it.. and azurill (which Im guessing was all that was done at the time) isnt exactly the most colorful one..

good work PikachuTrainer.. except for GS marril.. too dark, try to copy the actual pallette from gs, itll look perfect then..

I was just using its GS sprite, and said nothing about using it on the Advance sprite. Some of the Advance sprites do still use it, but it is not needed since each color usually has at least two shades, then an outline shade, and you could just use the outline shade as the darkest.

Just remeber, PikachuTrAiNeR, that you should use a Pokemon's original pallette from the old game if they appear in that game, and if they have a "relative" in that game, use theirs. If there's neither, then just use one with similar colors.
