you might wanna use the super rod because the only other thing you can get apart from feebas are those blasted carvanhas.

a good idea to catching feebas is, get a pokemon your attack ev training

take it to route 19 and go 5 fishes every square/tile of water

that way your ev taining and hunting for feebas

Feebas is a very rare Pokemon. Youo will only find it on 6 tiles on the route to Fortree from Mauville. They are very common in those tiles, so I would say only fish twice or three times per square.

i would suggest using an old rod because it goes faster and u have a very good chance of finding it the first time u use the old rod(if ur on the right square), the super rod may make ur feebas level higher, but training it from a lower level lets u have more control over how the pokemon grows, i used old rod and found it first time i found the blok, and caught tone more within like 2 minutes, also having it at a lower level lets u use lower level pokeballs on it, therefor saving u money

Old Rod is better. You'll want it in a low level, so it can EV train faster once it's a Milotic. Besides, the best you can do is breed it to have a Hypnosis Feebas.

Uh, no. The Super Rod is better because the only thing you'll get other then a Feebas is a Carvanah. And if you want a very strong Feebas, breed from it and a Ditto ¬¬

Right. So, if your planning on breeding anyway, just use a Super Rod. Its percent on catching Feebas is much higher then the Old Rod's.

Oh well.
Of course you can get Feebas with an old rod. But as everyone else has said (nearly) use a super rod. Just breed the Feebas to get a bold Hypnosising one. They grow fast so it's no trouble.
