You need to catch Pikachu at the safari zone as only they hold this item. The chances of a pikachu holding a light ball are very slim however so you must catch a LOT of pikachus or get very lucky. To increase your chances of seeing pikachu (which is rare enough), try putting a pokemon with the static ability at the front of your party.
