Best thing is to let it find you, sounds stupid but just forget about it, train in thje grass or wherever and it'll come, there's no specific route, it's random, sorry

It's random, but you can try something that I did for catching Entei.
Go to Celadon, near Celadon, to the right, there is a small piece of grass. Buy some max repels and go there, but, before enter in the grass, save your game. Then use the max repel and go into the grass, if Suicune doesn't appear, reset your Gameboy and try it again, always in that part of grass near Celadon, do it 'till it appear.

i can't link directly to faqs, but read the one on capturing the latis. the mechanics of the legendary dogs is pretty much the same as the mechanics of latios/latias, so that should help you some. i suggest the city you choose be pallet town since that has the least amount of land based routes leading away from it.

the easiest way to look for suicune IMO is getting loads of super repels and running around in the grass on the route before viridian city. if you don't get it when you run out of repels restart. thats how i got my entei quickly to restart my game! or else even easier trade from colosseum if u have the game

The route to the right of Vermillion works the best in my opinion. Go in the building seperating the route, and the Fishing Sports Route. Then, save, then Max Repel, walk around bout 20 steps in grass, if no find, then go back in the building.

Just use max repels and forget about catching him.
