Help?!

I was in Western Cave and had level 98 blastoise as my partner. his IQ was 7 and he went to level 99 but didnt learn hydro cannon. and he went to level 100. i went to the gulpin shop and it wasn't on his remember list. what happened?

the same thing happened to me with a lv 50 pichu who didn't learn volt tackle

hmmm thats weird this didnt happen to my blastoise or my charizard when they learned the elemental hyper beams

In order to learn those elemental beams, you need to have a higher IQ. Don't remember the exact number, but you must surpass a certain Iq, then only can you learn those moves. ugadwag13, raise your IQ further, then visit the Gulpin Shop, and you will see Blast Burn avaliable.

I thought the IQ had to be maxed (12 stars).

But once you have max iq it should be learnable through gulpin. ;123;

So, I even if you already get to level 100, and dont have the max IQ, and raise it, Blast Burn/Hydro Cannon will appear in the Shop?

pikachu learns volt tackle at lvl 50? sweet, after that I'll evolve him and go thru purity forest... Anyway, I'm not that far in lvl yet, but i think my IQ is maxed out.

its IQ has to be 7 (which it was). i looked in my guide.
