How do I add phrases to trainer cards on Sapphire.

If I recall correctly, it can be done by speaking to someone in either the Oldale Town Pokemon Center or Petalburg City Pokemon Center. Either way, there's a man in one of those places that asks you if you can tell a little bit about yourself, and you'll be brought to a screen where you can choose four words/phrases. Select whatever you want, and those phrases should appear on your card.

Whenever you hook up with someone to trade, battle, or anything else in the upstairs of a Pokemon Center, you'll be taken to a room where you can interact with the other trainer before actually getting into trading or whatever. If you face a trainer and press A, you'll get to see their trainer card. If you want to see the phrase you've chosen, look at the other person's GameBoy.

Otherwise, it doesn't, to the best of my knowledge.
