Level Reduction?

Now there are berries that can "erase" ev's...is there any item that will reduce your Pokemon's level by one? Like a reverse Rare Candy?

'Cos My Aipom is already lvl 100 and since the old geezer says it's "wonderfully outstanding in ability" It'd woulda been decent to evolve this one into Ambipom...
