The Journey Across America Top Twenty Downloadable Pokémon can be obtained at the levels 70-80, occassionally, there will be a level 100 Pokémon amongst the downloadable Top Twenty.

Awesome.
I downloaded a Celebi, Entei, Suicune, Umbreon and Espeon At JAA and they were all at level 70 but i don't truly know if there were any 80s or 100s in the mix.
