is there an nickname maker in pokemon emerald ,cause i wanna change some names but i just cant find a nickname maker ?

There is a name rater in FR and LG, in Lavender Town.
And yes the name rater in r/s is in Slateport City,and do you wanna change the name of a traded pokemon, then that won't work. Because you can only change the names of non traded pokemon (maybe non-cheated ones too, not sure...). And like ZachiDude said, nickname maker is the same as nickname rater.
