Yes. Yes you can. You've got the same odds for getting one in Colo/XD as in any other Pokemon game (that is to say, astronomically low).

To be more accurate, whether they are shiny or not is decided when you first meet the Pokemon - you should still be able to tell if it is shiny or not (orbs fly around shiny pokes in colo/XD much like how stars appar in the handheld games.
