Good question. I'm not sure, but I think Inner Focus only prevents flinching from moves like Bite, etc. But I could be wrong.

I don't think so. Inner Focus prevents Flinching from Bite/Crunch/Fake Out etc. Focus PUNCH only works if the user is not hit by an attack. So if the opponent use any normal attack (Strength, Surf etc for example) while you are preparing Focus Punch, then it'll fail.

No it doesn't. Focus punch only doesn't work if you get hit by an attack, Inner focus prevents flinching, so, no it doesn't let you do focus punches all of the time.

Truth.
They choose the description of that attack wrong. Getting attacked while focussing doesn't make you flinch, it makes you lose your focus.
