In FR/LG or Emerald you need the Aroura Ticket

you have to go to a special island only in emerald/fr lg via the aroura ticket like po-po-pocchama said

Get a Deoxys from FR/Lg/Emerald via Aurora Ticket and trade to Ruby, but in Ruby, it'll only be in Normal Form

It's a Special Event, so, in other words, you'll be hard pressed to find one.
