Instead of giving my team to rate (although it has been through some changes) I ask of the viewers to post what they think would be a star-studded team for the ages. (plus...I wanna know if Sceptile should learn Rock Tomb or Rock Slide to take care of fire and flying foes.)

Sceptile's attack stat is crap, so don't even bother with that.

I don't have the time to post an entire team, but to answer your question: don't use either. Sceptile does much better using special moves:

Sceptile @ Leftovers
Timid Nature
- Leaf blade
- Thunderpunch / HP: Ice / HP: Fire
- Leech Seed
- Substitute
