Ok I have gotten all the Hoenn pokemon and went to talk to the proffessor but he doesnt give me a jhoto starter, what do I do?

Do you actually have every Hoenn Pokemon? For example, you have a Treecko, Grovyle, and Sceptile all at the same time? If you don't, that might be the problem. It might not have to do with the Pokeballs you see in the Pokedex...

Ok I just got Mudkip Marshtomp Swampert Treecko Grovyle and Sceptile and I still cant get a Jhoto starter!

No I mean you have to have every evolution of each pokemon. Meaning you have 200+ different Pokemon altogether.

I have 176 Hoenn Pokemon and, on a nation wide basis I have 209
In order for you to get a Johto starter you need to have a dex entry for ALL pokemon that can be caught in Hoenn. The easiest way I can say to find out that exact list is to grab a Nitnedo strategy guide for Emerald. Have a dex entry for all of those Pokemon, and you are all set.

Gumbyx84 means that Magikarp, Geodude, etc. would also have to be in your dex. THEN you can get the starters.

Anwsering the topic: you have to catch EVERY pokemon, not just the rare ones. I also think that Deoxys and Jirachi are not necessary, thought.
HoundourMasterOfDarkness: you can get one on a request shop, in the fan-art requests section. Another thing: you're SPAMing and that pic is extremely big.

To know what you've caught from hoenn, do this:
1.Go in pokédex
2.Press SELECT
3.There are several options
4.There's one option called something with order
5.Choose Hoenn and then look what you have and what you need.
200 pokémons are needed to get one Johto Starter. All from Hoenn, not from Kanto and Johto.
