hey welsome.
to answer your question:

see at the top of the page?
see User CP, Member List etc?
click Member List.
Once there, at the left handside,
you see these links.
find "Edit Avatar"

there you go.
I think its pretty self explanatory
once youre there.

Hi welcome to the forum I'm afraid only Mods and Admins can have custom avaters so you'll have to choose from what the forum has.
