First you have to encounter it once, then check it's pokedex entry, and go to "Area" that'll tell you where it is at the moment.

I found mine because I mixed records with my friend who had one in his team at that time and When to his secret base I Battled it and then I went to the Pokedex and found it's location.

It's totally random to find it. Once you do check your pokedex and it will tell you where it is.

The best way to look for Lati@s:

Don´t look for it.

Let´s say you are looking for the controller of the TV, but you don´t find it. Then in another day, you´re looking for your cellular, you´ll find the controller you were looking before, in a moment you don´t need it, but you still don´t find your cellular. Then in another day you lost your pants (lol) you´ll look for it everywhere, you don´t find anything, just a cellular in a moment you don´t need it... etc.

That always work for me (games or real life), it´s strange, but works. I found Latias in both generations without looking for them. They´ll appear in the right moment.

EDIT: Your cellular was turned off then you couldn´t call for it... just to avoid those messages "wouldn´t be easier call for it".

To find it the first time, like Volteon said, just let it happen as you go about your regular business. Then, you can get a catching team ready and start tracking it using your Pokedex.

actualy you can go after it i had a snorlax wih no attack moves and the move block to prevent excape but with lots of pp and it will not run away from you it will how ever run away from a wobaffet in the lead team positon and it will not be scared of the snorlax

and then i got my latias it was easy the ball i caught it in was a dive ball

That's My Rule!!!
Just find any random patch of grass or water, and save near it. If you turn off your game, and start again, enter the patch of grass or water that you saved next to, and you MIGHT encounter your chosen Lati.

However, if this doesn't work, you can find your Lati frequently in some certain areas. Like these:

Route before you reach Lilycove

Protractor Path (Route 131, west of Pacifidlog)

I found mine in the route near Lilicove City. But it is random, so i think it wont help you alot!

I caught both my lati@s there by saving in front of a patch, using a max repel, then runnning around...... if it didn't show up, i resetted.
 
Latai appeards randomly anywhere in hoenn kinda like the legendarie dogs of G/S/C it does not however appear on mountains and such.

How the hell did snorlax attack on it first go it is slow. and Wobbuffet has shadow tag which stop any pokemon from runing. So me think that you are talking crap.

On topic: just start walking radomly in the grass of each area twice or just trade one with a friend.

Just go all around every patch of grass, encounter it, then trace it with your Pokedex. Once you find what where it is or what route it's on. Then, using a repel on the area where it's at might help you catch it. :)

Don't look for it, I was just walking up Route 119 when I found it. It's based purely on luck.

Don't worry about it. I restarted my Sapphire a year ago and I still haven't found it. Same with Emerald, except that was more like a few months ago than a year.
