Missingno is a Pokemon and a glitch at the same time. When you see it it's just a jumble, but it can become other Pokemon.

Although the other Pokemon thing could just apply for R/B/Y, as I got a Kangaskhan with Sky Attack from a Missingno.

It can also screw up your game if you caught it lol. I did and caught like 100 of them and I can no longer save my blue version and once I traded 1 to my silver and it almost crash to lol.

The RBY one is much different.
In RSE, the (?) one (the one that looks like the Pokedex thing) is very dangerous, and is only obtained by cheating, or glitch.
If you use the walk through walls code at the beginning of the game, it appears as your default pokemon, followed by an unlimited amount of bad eggs.
It knows no moves, and I believe trying to look at them will cause the game to freeze.
However, the ?? (two big blocky ?s) one is the safe one.
It's stats are relatively opposite those of shuckle, with very high attack and sp. atk and speed, and low other stuff.
It only knows tackle, with no ability.

Missingno isn't even the proper form of address for the R/S/E glitch that we call Missingno.

And complete game screw up, it can/will just send the game to hell, until of course you press Up+B+select at the title screen...
'teva, it's just really bad, and even if you restart the regular way, it can keep screwing up.

A game retsart and screw up isn't dangerous, wow that sounds crazier than medicine being GOOD for you!
I think screwing up a game is serious (Unless your some rich kid)

I believe its a game programmers warning that you've done something unsanctioned by Nintendo in its original programming code, ie use of cheat devises. O_O
