I have been EV training a male Impish Mawille. I gave it 152 EVs by batling Whismurs. Why won't it let me use any HP Ups on it. I have left 100 points to be gained so it should work but I can't even use one. Do you have to use them at the start before you start EV training?

Whismur's EVs are HP. If you already gave your Mawile 152 HP effort values, then you can't give anymore...

You can only use Vitamins UNTIL that Pokemon has 100 EVs in that stat. So you can use 10 Vitamins and then EV-train by battling, or you can gain 10 EVs from battling and then use a max of 9 Vitamins...etc.

Since your Pokemon already has 100 HP EVs you can't use Vitamins now.
