No, Pikachu only have the Light Ball in R/S/E, but remember that the light ball only works on Pikachu.

i think the volt tackle only works on emerald in the third gen games tho, n i think its only r/s/e with the pikachu but its easier on emerald because u can use either static 2 increase encounter rate of pika's in safari zone or compound eyes to increase pokemon holding an item encounter rate

VT only works in emerald and the light ball can in r/s/e. To get the light ball easily, get an electric pkmn what static ability and place it in the front of your party. Then you to the area where pikachus will be and youll have a higher chance of getting one. That overall gives you a higher chance to obtain the light ball.
