I would reccomend Timmy73's and yazzel's set for rayquaza.
I also reccomend both their Groudon's sets and their Kyogre sets as they are the ones everyone uses.

Explosion from Regice still does loads even from base 50 attack.

And, as usual, Magneton causes problems for Registeel and Regice. *sigh*. Give them Earthquake if you want...

Im presuming this is in double battles.

Registeel and Regirock can easily survive an Explosion (especially from a Regice), so Regice is the obvious choice.
