Where can I obtain TM46 Thief in Slateport City?

When Team Aqua/Magma is in the Museum, talk to the one on the middle of the first floor and he'll give you Thief. If you've already past that part and didn't get, you'll have to trade it over from another game.

I'm pretty sure he stays there even after that part of the game.

lime_green_hero is correct. That Magma/Aqua will stay behind if you miss him the first time through.

Yes .

a better move than theif is covet on a linoone... it has 40 (up to 64 I think) pp so you can get a bunch more items in one healing span

I think it learns it around 27 but don't quote me on that

covet isn't learned by as many pokemon, though. linoone learns it at 35, zigzagoon at 29.

i wish covet was the TM instead of theif, 'cause then i could have the stealing move on my utilitycross (cut/dig/FSwipe/thief) be physical, which would be good.
