I was restarting Sapphire and I want a Torchic, but I want it to be a modest one for sp.att, is this the right choice? Or go with a Jolly one instead?

Go for adamant.

But since you're starting at that point anyway...

Go for female. That way you won't have to rebreed constantly if you want a reversalken later on in the game.

Either go for Adamant+Fire Blast or Naive+Flamethrower

Then the rest of the set is the standard
-Sky Uppercut/Brick Break
-Rock Slide
-Swords Dance

If you really want a boosted Sp.Att, go for Rash I guess...but honestly why? Blaziken doesn't learn ANY non-Fire Special moves.... Also, Rock Slide is available via move tutors if you can trade, and if you can't...um...maybe Rock Tomb? Also, Bulk Up is an option over Swords Dance if you don't have access to that either.

edit: oops, i meant to say it doesn't learn any other special moves by level up/TM hehe maybe i should try typing everything i'm thinking..

Brave because Blaziken' speed is already bad, unless you're planning to make it Endure/reversal, in that case go with adamant and salac berry.

Wtf? No. Blaziken’s speed is not shabby and you definitely don’t want to give Brave to a Pokémon that doesn’t even have good defenses.
