NetBattle has something wrong with it. Dusclops can't legally have both Will-o-Wisp and Pain Split. I tested it out though, and it let me do it.

even if dusclops didn't get WoW by level up, you just get a pain split / will-o-wisp weezing / koffing, and breed with the dusclops line

Why does clops have Hardy Nature?

Take some attack EVs out of dugtrio and place them in his SDef so he has 44 SDef EVs.

To be more safe put 48 EVs. Raikou still has a chance of OHKOing Dugtrio with HP Ice if Duggy only has 44 SDef EVs. Not that it will make a big difference, though.
And start with Jirachi I guess. Zapdos and Salamence leads would absolutely ruin Heracross, as well as Metagross, so IMO change the order
