Breeding is the only way. Breed with Nidoran (F)/Seviper/Larvitar/Bagon that know Crunch.

yes paralyzing is better.

Hmm...Bagon might help your breeding for Crunch, as well as you might have a Dragon Claw also, just make sure not to evolve the Bagon, wait till lv.49
Have a pokemon with Thunder Wave or so to paralyze it first, get its down to red (yellow is OK), and throw your ultra ball like crazy. Make sure to have a nice stock of the balls, you don't know what might be happening.

i got a minun just for that but it says thunderwave failed? why?
and dragon claw has a TM right and its in meteor falls but where in meteor falls? and but if i breed it will be at level5 and i'll have to raise it all over again and its my friends game so i don't have much time, any other attack i can teach sceptile? i have leafblade and toxic want to know where to get Dragon claw and what else should i teach it?

Hm...supposedly not. As far as I know, Registeel is Rock-Steel...
For Dragon Claw TM, it's in the deepest part of Meteor Falls. You need to have pokemon with Waterfall to continue further. It's the place where you can catch Bagon also.
My Sceptile is look like this...
-Leaf Blade

-Thunderpunch (BF move tutor)
It takes a few hours if you have Lv.100 pokemon and take it to E4, battle with exp.share on your new Treecko, unless you want to EV train it.

There is a very small chance that a 100% move will miss. So don't worry.

it did not miss it failed its said move failed not missed and registeel can't be rock or water would be super effective. and ok so where do i get waterfall and listen its my friends ruby and GB so i gotta do it quick anyother move i should teach it to substitute crunch? and i really can't train a bagon to 49 my entire team is right now at 40. who learns crunch at low level? like maybe basic move and can breed with sceptile i will use a heart scale.

Get it low HP and Paralye then trow much Ultra Balls then still not caugts trow a time ball.

Bagon's the only way in Ruby. But if you have Seviper (Sapphire), it will help (Carvanha not, its egg group is Water 2). Seviper has the egg group of Dragon and learn Crunch at lv.28. The other pokemon is Larvitar from FR/LG (Crunch Lv.43)

HM Water Fall is obtained from Cave of Origin (unlocked later in the game, just before the 8th Gym).
You don't need pay too much attention to good movesets since Elite 4 can be defeated easily. Your Sceptile can go without Crunch (Gyarados can't get Crunch as an Egg Move).
If you want, you can try this:
- Leaf Blade
- Dragon Claw
- Leech Seed
- Detect/Protect
The closest substitute to the SubSeeding Sceptile.
Get Male Roselia with Leech Seed (Lv. 21). Breed with Female Tropius. Hatch until you have a Male Tropius with Leech Seed. Then breed that with a Female Treecko. You should hatch a Treecko with Leech Seed.
