skarm learns spikes at level 42.

train it in special defense by beating tentacool/cruel, in defense by beating clamperl, and in HP by beating whismur.

or, combined defense/HP training underwater anywhere: clamperl gives 1 defense EV, chinchou gives 1 HP, and relicanth gives 1 HP and 1 defense

also, duskull gives 1 each defense and special defense.

Yes, and repid spin does remove all layers, but i dont know if it removes them all at once, you should test this out..

Like everyone said, Rapid spin removes the 3 sets of spikes.

Adding an info, rapid spin also removes leech seed and trap damage moves (wrap, fire spin, wirlpool etc) if you´re with the 3 conditions, one rapid spin will release everything.
