Which game are you playing?

FireRed/LeafGreen lack the Day/night time and your Eevee can not evolve in to Espeon/Umbreon.

While Ruby/Sapphire/Emerald lack place to find a Eevee, it does have the Day/Night time and any Eevee can evolve in to Espeon or Umbreon depending on the time. This time is "stuck" on some carts that have their batteries fail, but they will always evolve in to one or the other.

Colosseam give the player a both Espeon and Umbreon, and in XD you get a choice which Pokémon your Eevee will evolve in to.

oh im playing sapphire. does it have something to do with the battery running dry message in the beginning? if so do I have to replace it because I did something similar to gold and silver

Make sure the battery isn't dead or else time event won't work. That included Time base Evolutions.

Nope. The only way is to fish on each tile. If we knew of way to speed it up, we'd already be using it.

The locations won't change unless you change the Trendy saying. Once you find the spot, you can continue to fish at the same spot indefinitely.

I'm a tad late to this, but there is THIS resource which may help you out. It's been a long times since I've used Feebas tile calculators (and I think this one is newer) it but I don't have reason to believe it no longer works.

They can be found in route 3, in FireRed they have a 14% chance of showing up while the female nidoran has 1% chance of showing up.

Although in Pokémon LeafGreen this is reverse.

If I start a new game of Fire Red or Leaf Green on the Switch 1, will it affect the existing save data on the Switch 2?

After briefly experimenting, I have safely concluded that starting a new game on the Switch 1 does not affect existing save data on the Switch 2.
