Could I trade the following eggs to Emerald from another Emerald?

Cyndaquil

you can trade eggs to R/S anytime after you've been given the 5 initial pokeballs, to E/FR/LG when they have the national pokedex, and XD/Colo can never be traded eggs.

If you have already beaten the E4 and have gotten the National Dex for both games, then yes.
